Are there any deadlines for the allocated departmental library budget implementation?

Yes.

The Library will set several budget implementation (settlement) period and all departments should try to spend the minimum amount of budget required by the Library before each period. For example (as shown below), at the end of September 2016, departments should complete at least 30% of the library budget allocated to them, or the Library will spend the remaining budget (of the 30%) based on our own judgment.
